COLUMBUS, Ohio â€" Mitt Romney is savoring the energy surrounding his candidacy, talking with rising confidence about his ability to overtake President Obama in the closing days of the race.

He dwells far less on the biggest obstacle facing his campaign: the Electoral College.

A decade after taking the first steps in his quest to win the White House, Mr. Romney can finally see the presidency within his grasp, his advisers say. To many Republicans, he sounds more presidential than at any other moment of his campaign, a point that was not lost on his audience Wednesday in Nevada, when he declared: “If I’m elected â€" no, when I’m elected.”

But the swelling crowds and the fresh optimism among his supporters do not minimize the challenge confronting him across a wide landscape of battleground states, where Mr. Romney must win a series of individual statewide races, rather than a national contest. His room for error is so slight, one adviser said, the mathematics could be more daunting than the politics.

The enthusiasm gathering around Mr. Romney came into view on Wednesday as he traveled through Colorado, Nevada and Iowa, appearing before thousands of supporters as he fought to keep alive the sense that he had gained stature and credibility as an alternative to Mr. Obama at the debates and was on an upward trajectory.

Cultivating the image that he is a winner, his aides say, could be Mr. Romney’s best strategy for actually winning.

“I’m optimistic, I’m optimistic,” Mr. Romney told supporters Wednesday night in Cedar Rapids, Iowa, repeating the word throughout his rally. “Not just about winning â€" we are going to win, by the way, we’re going to do that. I’m more optimistic about the future for America.”

If that confidence is welcomed by Mr. Romney’s supporters, who far outnumber the crowds at most Republican rallies four years ago at this point, the mood is more guarded back at his headquarters in Boston, where the campaign is trying “not to get caught up in the moment,” in the words of one aide.

The Romney team is mindful that the new enthusiasm has not opened any new paths to winning 270 electoral votes. The campaign continues to keep an eye on trying to make a late run at Pennsylvania, advisers said, but it remains more of a last-ditch option.

The most efficient way for Mr. Romney to win still rests on the 18 electoral votes of Ohio, where he arrived Wednesday evening for a two-day visit that will take him to nearly every corner of the state. His fight to win Ohio â€" the highest priority of both campaigns this week â€" resembles more of a governor’s race than a presidential campaign.

“It’s a game of inches in Ohio,” said Scott Jennings, the Ohio campaign manager for Mr. Romney. “We’re fighting for every inch of ground.”

The Republican and Democratic tickets have spent more time in Ohio than in any other state this month, with Mr. Obama scheduled to arrive in Cleveland on Thursday after having visited Dayton only two days earlier. Vice President Joseph R. Biden Jr. finished a three-day swing on Wednesday and Representative Paul D. Ryan is opening a two-day tour on Saturday.

A Time Magazine poll released Wednesday showed Mr. Obama with a five-point edge over Mr. Romney in Ohio, 49 percent to 44 percent, which is within the margin of sampling error. Party strategists on both sides say the race appears to be remarkably close, but two senior Republican officials here said that they believed Mr. Obama had a slight advantage and that they worried that Mr. Romney’s gains had leveled off.

Advisers to Mr. Romney argue that they can win the election without winning Ohio, but it means that the campaign must perform nearly flawlessly in every other battleground. One aide referred to Ohio as “still the big nut to crack,” but a victory would probably mean that Mr. Obama’s Midwestern firewall of Iowa and Wisconsin also was highly vulnerable.

While Mr. Obama can win re-election by carrying Iowa, Ohio and Wisconsin, in addition to holding the other Democratic-leaning states across the country, Mr. Romney must capture more states. Even if he wins Ohio, Mr. Romney still must win Florida, North Carolina, Virginia â€" and one more state.

The outcome, advisers to both candidates said, could hinge to a large degree on the performance of both candidates over the next 12 days. At the debates, Mr. Romney’s strong showing exceeded expectations of even many of his supporters. His campaigning has been far more uneven throughout the year, and aides said they were bracing for the possibility of a gaffe.

But projecting confidence â€" and reminding voters of the debates â€" is now a central piece of Mr. Romney’s strategy. He told supporters on Wednesday that the Obama campaign was “slipping and shrinking,” a phrase that his aides say he intends to carry into Ohio.

“I’m not sure whether you’ve been watching TV, but we’ve had a number of debates lately. Have you noticed that?” Mr. Romney said, speaking to a crowd in Reno. “They have really propelled our campaign. We’re seeing that across the country.”

While both campaigns are still advertising in nine battleground states, advisers to both sides say that the most competitive fight is now taking place in seven: Colorado, Florida, Iowa, New Hampshire, Ohio, Virginia and Wisconsin. A huge get-out-the-vote effort is under way in all states, with only a sliver of undecided voters remaining.

Stuart Stevens, a senior strategist for Mr. Romney, said the most effective way to harness the momentum gained over the last month was to keep talking about the future â€" beyond Election Day.

“It’s a status quo vs. a change argument,” Mr. Stevens said. “We feel very good about the predicate that’s been laid. People have heard their choices.”

BOCA RATON, Fla. On an electoral map that still poses challenges for Mitt Romney, one heartening trend for the Republican nominee can be found in Florida, whose 29 electoral votes constitute the largest prize among the battleground states.

In recent weeks, the Sunshine State has moved clearly in Romney's direction.

After President Obama led in every Florida poll released in the second half of September, Romney has been ahead in nine of the last 10 surveys conducted, leading his opponent by 1.8 percent in the latest RCP Average of polls here.

Romney's momentum is particularly significant for one reason: Florida is a must-win state for him. If he were to fall short, he would have to sweep the remaining eight battlegrounds in order to win the presidency -- a scenario that not even his rosiest spinmeister would deem credible.

For Obama, on the other hand, Florida is a prime opportunity to seal the deal rather than a necessity for political survival.

Anitere Flores, a Republican who serves in the state Senate, said signs of Romney's momentum could be seen the last couple of weeks just by driving around her South Florida district.

"I always say as a politician that yard signs don't vote. We know that. But yard signs give people a sense of ownership of the campaign," Flores said. "Four weeks ago, there were no yard signs for either candidate anywhere in our universe. Now, everywhere you turn, it's mostly for Romney and people have them everywhere."

Flores added quickly that she holds no illusions of an easy victory for Romney in her state.

She is not alone in that assessment.

While both campaigns agree privately that Romney has opened up a small lead here, neither one believes that advantage is more than a couple of points.

And there is room for the dynamic to shift once again down the homestretch, as persuadable voters who live along Central Florida's I-4 corridor -- long the crown jewel of presidential swing regions -- make their final decisions.

Obama demonstrated his continued determination not to cede the state to Romney by sticking around the morning after their debate Monday and giving a feisty speech in Delray Beach.

And while visiting a campaign field office in Orlando over the weekend, Vice President Joe Biden did not downplay the importance of a Democratic victory here to his own re-election hopes.

"We win Florida, this is all history man," Biden said as he greeted volunteers. "If you guys push Florida over, this thing becomes not close."

State Democrats have a registration advantage over Republicans of almost 500,000, and the minority population in Florida has grown significantly over the last four years, providing an additional cushion for Obama.

But the president's campaign has been hindered by a Democratic base here that is less motivated than it was four years ago, when Obama carried Florida by a 3 percent margin over John McCain.

State Republicans note that they have been outpacing Democrats in absentee ballot requests, though at a lesser rate than they did in 2008.

But as is the case in every swing state, Democrats have been touting what they believe is a clear advantage in their ground game, which could tip the outcome of the race.

"There are 103 [Obama campaign] field offices in Florida -- they have been open and operating and people have been out there working hard first to register huge numbers and now making sure people are voting early," said Florida Democratic Congressman Ted Deutch. "That ground game is going to matter a lot."

Following Monday night's third and final presidential debate, held at Lynn University, several Obama campaign officials and Florida-based surrogates said that they expect the president to return to the state during the final two-week push. But any additional visits would have to be weighed against Obama's most pressing strategic concern: keeping the Midwestern triumvirate of Ohio, Iowa, and Wisconsin in his column.

Asked about the Romney team's view that they now have a clear leg up in Florida, which might allow them to focus resources elsewhere, Bob Graham -- the state's former governor, senator, and 2004 Democratic presidential candidate -- sounded a defiant note.

"That's not a very good commentary on the judgment of Gov. Romney and the people who surround him," Graham said. "I believe Florida continues to be very much in contest."

Officials at the White House and State Department were advised two hours after attackers assaulted the U.S. diplomatic mission in Benghazi, Libya, on September 11 that an Islamic militant group had claimed credit for the attack, official emails show.

The emails, obtained by Reuters from government sources not connected with U.S. spy agencies or the State Department and who requested anonymity, specifically mention that the Libyan group called Ansar al-Sharia had asserted responsibility for the attacks.

The brief emails also show how U.S. diplomats described the attack, even as it was still under way, to Washington.

U.S. Ambassador Christopher Stevens and three other Americans were killed in the Benghazi assault, which President Barack Obama and other U.S. officials ultimately acknowledged was a "terrorist" attack carried out by militants with suspected links to al Qaeda affiliates or sympathizers.

Documents add to evidence of Libya security fears

Administration spokesmen, including White House spokesman Jay Carney, citing an unclassified assessment prepared by the CIA, maintained for days that the attacks likely were a spontaneous protest against an anti-Muslim film.

While officials did mention the possible involvement of "extremists," they did not lay blame on any specific militant groups or possible links to al Qaeda or its affiliates until intelligence officials publicly alleged that on September 28.

There were indications that extremists with possible al Qaeda connections were involved, but also evidence that the attacks could have erupted spontaneously, they said, adding that government experts wanted to be cautious about pointing fingers prematurely.

U.S. intelligence officials have emphasized since shortly after the attack that early intelligence reporting about the attack was mixed.

Spokesmen for the White House and State Department had no immediate response to requests for comments on the emails.

Missives from Libya
The records obtained by Reuters consist of three emails dispatched by the State Department's Operations Center to multiple government offices, including addresses at the White House, Pentagon, intelligence community and FBI, on the afternoon of September 11.

The first email, timed at 4:05 p.m. Washington time - or 10:05 p.m. Benghazi time, 20-30 minutes after the attack on the U.S. diplomatic mission allegedly began - carried the subject line "U.S. Diplomatic Mission in Benghazi Under Attack" and the notation "SBU", meaning "Sensitive But Unclassified."

The text said the State Department's regional security office had reported that the diplomatic mission in Benghazi was "under attack. Embassy in Tripoli reports approximately 20 armed people fired shots; explosions have been heard as well."

The message continued: "Ambassador Stevens, who is currently in Benghazi, and four ... personnel are in the compound safe haven. The 17th of February militia is providing security support."

A second email, headed "Update 1: U.S. Diplomatic Mission in Benghazi" and timed 4:54 p.m. Washington time, said that the Embassy in Tripoli had reported that "the firing at the U.S. Diplomatic Mission in Benghazi had stopped and the compound had been cleared." It said a "response team" was at the site attempting to locate missing personnel.

A third email, also marked SBU and sent at 6:07 p.m. Washington time, carried the subject line: "Update 2: Ansar al-Sharia Claims Responsibility for Benghazi Attack."

The message reported: "Embassy Tripoli reports the group claimed responsibility on Facebook and Twitter and has called for an attack on Embassy Tripoli."

While some information identifying recipients of this message was redacted from copies of the messages obtained by Reuters, a government source said that one of the addresses to which the message was sent was the White House Situation Room, the president's secure command post.

Other addressees included intelligence and military units as well as one used by the FBI command center, the source said.

It was not known what other messages were received by agencies in Washington from Libya that day about who might have been behind the attacks.

Intelligence experts caution that initial reports from the scene of any attack or disaster are often inaccurate.

By the morning of September 12, the day after the Benghazi attack, Reuters reported that there were indications that members of both Ansar al-Sharia, a militia based in the Benghazi area, and al Qaeda in the Islamic Maghreb, the North African affiliate of al Qaeda's faltering central command, may have been involved in organizing the attacks.

One U.S. intelligence official said that during the first classified briefing about Benghazi given to members of Congress, officials "carefully laid out the full range of sparsely available information, relying on the best analysis available at the time."

The official added, however, that the initial analysis of the attack that was presented to legislators was mixed.

"Briefers said extremists were involved in attacks that appeared spontaneous, there may have been a variety of motivating factors, and possible links to groups such as (al Qaeda in the Islamic Maghreb and Ansar al-Sharia) were being looked at closely," the official said.

Second presidential debate: Taxes

Until broad tax reform makes it way through Congress, Romney told Radio Iowa on July 10 that the current tax code should be extended "over a sufficiently long period for us to put in place a restructuring of our entire tax code." He was referring to an extension of the Bush-era tax cuts that are one component of the looming fiscal cliff economists warn about.

As for corporate taxes, the candidates' positions differ little. "Governor Romney and I both agree that our corporate tax rate is too high, so I want to lower it, particularly for manufacturing, taking it down to 25 percent," Mr. Obama said during the Oct. 3 debate in Denver. Romney did not object to that statement.

The final debate and now the final TV verdict -- who won the foreign policy fracas? Mr. Battleships and Bayonets? Or Mister Go the Website? Once again - and thankfully for the last time this political season -- the rules: This post isn't about ideology or who has the best-plan-to-save-the-economy plan.

This is all about who comes off best on TV, for it is TV, sayeth the wise political man (or woman -- we are also gender nonspecific here) that gets someone elected. Why else, continues this wise person, spend billions on TV ads in swing states?

Also, before we plunge in (did I say for last time? For the last time.) let's consider this other truthy truism: Debates really don't win presidential elections but debates sure can lose them. One more piece of wisdom -- it's much, much better to win a debate than lose one, but at this late stage, does it really matter? After all, beside that so-called undecided out there, everyone has already decided. Plus, I thought John Dickerson of CBS News raised a salient point last night -- to paraphrase, Mitt Romney didn't need to win last night anyway, because he made a strong showing the last two outings and even won the first; moreover, he thinks he's going to win on the economy anyway -- not on history lessons about battleships and bayonets.

So, to the factors, and once again -- please feel free to disagree. We are only stating opinions here, and yours is equally valid:

The smile factor: Yes, I usually begin with the tie factor, but even that feels incredibly trivial at this point; both ties were fine. Let's move on. Who had the best smile? Ah, the smile . . . the window to the soul on TV. Joe Biden's smile make him look like an unhinged late night TV show. Smiles (on TV) can communicate warmth, kindness, derision, rebuke, disgust, name-an-emotion. Get the smile wrong and you're (ummm) sunk like a battleship run through with a bayonet. Romney's smile all night long was a rictus -- a barely etched expression of discomfort from start to finish. Obama's was of the patient variety, which read, “I'll let you finish while you’re making a point that I will soon happily rebuke.”

Winner: Obama

The head position factor: As previously noted last week, the body language factor was huge in the Hofstra debate, because you had the whole body effect -- candidates striding the stage, pointing in the face off the other, or sitting on a high stool, like either he was comfortable -- or restrained. But that couldn't really happen within the confines of a small split-screen, so that both candidates had to use their head to convey what the body could not. Romney has been excellent at this factor in the last two debates -- his head invariably in what could almost be described as a righteous position. He just seems to know how to hold his head in a way that says Wannabe Commander-in-Chief. But confined to the small screen last night, he seemed to lose his head mojo. The head remained erect but rigid, and when certain tense moments -- especially during the crosswalk over the budget -- arose, he had the habit of bending down and scribbling something on a piece of paper. It looked like his attention had snapped, and gave the impression that POTUS was scoring at will. Obama held his head erect, pointed directly to the candidate -- and occasionally to Bob Schieffer when he wanted to catch his attention as if he just couldn't wait to make a point. That quick little head movement to Schieffer worked well because it snapped your attention away from Romney, and made Romney miss a beat too.

Winner: Obama

The zinger effect: This finally is the great secret weapon of any presidential debate -- that line that resonates for decades. The “I knew Jack Kennedy -- you are no Jack Kennedy.” Especially the: “There you go again . . ." Romney had none of those last night, and you sort of wonder why. Those lines are mantras -- they may mean little but in the context of a debate become giants. They live long after we've forgotten everything else. Obama had a number of them: " . . . those who actually killed us." " . . . We've been to your website -- a number of times -- and we still don't get it." " . . . Every time you’ve been wrong." " . . . the big whopper." " . . . you've been all over the map." " . . . you're trying to airbrush history.” It was almost as if POTUS was road-testing these lines. Some were better than others, but all worked to his purpose of pounding the candidate on what he, the president, had the most going for h im -- which is to say Anything Not to Do with the Economy. But our heads really snapped when this line cropped up: “You mention the Navy, and the fact that we have fewer ships than we did in 1916. Well, governor, we also have fewer horses and bayonets . . . it's not a game of Battleship, where we're counting ships.”  Boooyah! A real score, and the first time since -- probably 1916 -- that a presidential debate verged into discussion on horses and bayonets and battleships. Teddy Roosevelt would've immensely enjoyed this moment -- but demanded more battleships and bayonets nonetheless. If Obama wins the election, he has a lot of horses, bayonets and battleships to thank.

Winner: Obama

Overall winner: Of course you can see where I'm going here. The president had a good night -- in fact the best night of the three debates. He was confident and fluid; his language had power and resonance. In TV terms, he easily outpointed Romney. But a few words in support of Romney, too. Over these three debates -- in purely TV terms -- he did what he needed to do -- establish credibility, authority and a sense of command. He went head to head, body to body, mano a mano with the president and came out whole, arguably even more than whole. He won the first debate, did well in the second, and lost some - but certainly not all of his mojo last night. But he came out ahead from these three TV debates. What's that line about losing the battle and winning the war?) Now, please feel free to disagree.

Winner last night: Obama.

President Obama and Republican Mitt Romney will meet for their third and final debate Monday night, discussing foreign policy at a moment when Romney has almost erased the president’s long-standing advantage on the subject.

The 90-minute debate will begin at 9 p.m. at Lynn University in Boca Raton, Fla. The two candidates are likely to renew arguments over Obama’s handling of Iran, China, the civil war in Syria, and the attack in Libya that killed four Americans last month.

For both, this could be their last best chance to break a close race open.

A new Washington Post-ABC News poll, out Monday, showed that Obama and Romney are effectively tied, with Obama leading by just one percentage point among likely voters, 49 percent to 48 percent.

The poll shows that Romney has gained significantly on the subjects of international affairs generally, and handling terrorism specifically. At the end of September, Obama held an 11 -point lead over Romney as the candidate voters trusted on terrorism.

But now, 47 percent side with Obama on the issue, 46 percent with Romney.

Monday’s debate will face unusually heavy competition for TV viewers. On the same evening, the Detroit Lions and Chicago Bears will face off on Monday Night Football, and the Saint Louis Cardinals and San Francisco Giants will play game seven of baseball’s National League Championship Series.

But the debate itself could make for unusually good television: in the first two debates, foreign-policy questions produced some of the sharpest exchanges between the two men.

In last week’s debate, Romney sought to attack Obama for taking two weeks to label the deadly attack on a U.S. mission in Benghazi, Libya an “act of terror.”

But Romney over-reached, and he was corrected by moderator Candy Crowley, in one of the debate’s most memorable moments. Although Obama did not directly call the attack terrorism the next day, he did say that the United States will not retreat from “acts of terror.”

Lost in that exchange, however, was the fact that Obama had effectively dodged a question about his handling of the Benghazi incident. The issue is very likely to come up again in much more depth on Monday night.

The debate’s agenda, from moderator Bob Schieffer, lists topics including “America’s role in the world,” Israel and Iran, terrorism and China. There will be six segments of 15 minutes each, with both candidates seated at a table with Schieffer.

Ahead of the debate, Obama’s campaign released a new online ad touting the president’s efforts to withdraw troops from Afghanistan and Iraq. “It’s time to stop fighting over there, and start rebuilding here,” the ad says. It attacks Romney for opposing the withdrawals.

The Romney campaign released an online ad that attacked Obama’s foreign policy as weak and yielding. The ad highlighted rising violence in the Middle East, intransigence by Russia, and Iran’s threat to Israel. “The world can’t afford four more years,” the ad says.

On China, the two candidates have both previously pledged to get tough in fighting unfair trade practices. But a close look at the men’s records show they are not actually that different: Obama and Romney have both acted as centrists, with little appetite for drastic measures that might upend a valuable trading relationship.

As the debate neared, the two candidates went through their “debate prep” rituals for the last time.

While both candidates acknowledge the outcome of the election depends on no more than two dozen swing states, the debate tonight - the third of the campaign season - provides the final opportunity for the candidates to make their case to a national TV audience. Both Obama and Romney spent the weekend behind closed doors preparing.

Two previous debates â€" one which President Obama indisputably lost with an uninspired performance and one where he redeemed himself in the eyes of Democratic stalwarts â€" have equalized into the same dead heat the campaigns and political experts have long expected. An NBC / Wall Street Journal poll released Sunday had the race tied at 47 percent support for each candidate. On paper, President Obama should hold an edge in a debate focused on foreign policy. He can boast of giving the order for American Special Forces to carry out the operation in Pakistan that killed Osama bin Laden. He brought combat troops out of Iraq, ending the war that had played such a pivotal role in the two previous presidential elections. President Obama surged troops into Afghanistan, where as a candidate in 2008 he said more focus should have been in the first place during the years after 9/11. But he has set a timetable for withdrawing American troops from that country. While Romney has strongly criticized the timetable for being public, he has not made Afghanistan a main topic on the campaign trail and aides have said he would try to stick to a similar schedule for withdrawing American troops.

WASHINGTON â€" President Obama burned through nearly $ 116 million in September, close to twice as much as Republican challenger Mitt Romney, according to reports filed Saturday, highlighting the divergent strategies of the two candidates as they headed into the final stretch of the White House race.

Obama has kept up a costly but unrelenting press against his competitor through the summer and fall, pumping nearly $ 300 million into television ads in the general election so far, according to a Republican source tracking ad buys. Romney â€" backed by an array of outside groups spending hundreds of millions on his behalf â€" largely stockpiled his resources and then unleashed an major air barrage beginning this month. He has spent almost $ 166 million on ads in the general election.

Both candidates saw a surge in donations in September. Obama, along with the Democratic National Committee and two joint fundraising committees, brought in $ 181 million. Romney and his affiliated committees raised $ 170 million.

But Obama is raising a larger share of his cash in small donations that go directly to his campaign committee, giving him more flexibility in how to spend it. Obama for America got $ 96.3 million in contributions in September, while Romney for President raised $ 41.9 million.

That could explain why the GOP nominee's campaign actually spent slightly less in September than it did in August â€" $ 65 million, down from $ 66 million, according to Federal Election Commission filings. The bulk went to media ads: $ 37 million, less than half of the $ 88 million Obama's campaign spent on commercials.

Romney's campaign also paid off $ 10 million on a $ 20-million loan it took out in late August. The campaign has a remaining debt of $ 5 million on the loan.

By the end of the month, Obama's campaign had $ 99 million in the bank, while Romney's campaign had $ 63 million. But including their party fundraising committees, Romney entered October with more cash on hand than Obama, $ 191 million to $ 150 million.

Romney's relatively light presence on the air in September puzzled many of his allies, who had expected the candidate to dramatically step up his advertising after the Republican National Convention, when he was able to access funds raised for the general election.

The pro-Romney "super PAC" Restore Our Future aired just $ 4.1 million in ads in September on his behalf, having run through most of its cash with a nearly $ 20-million ad buy in August. The group spent last month replenishing its coffers, raising $ 14.8 million â€" a sum enabling it to have a strong presence on the air in the final stretch of the race.

The super PAC's September haul was double that of August, thanks to nearly 40 six- and seven-figure donations. The largest: a $ 2-million contribution from Bob Perry, the Houston homebuilder who has given a total of $ 9 million to the group this cycle. Oxbow Carbon LLC, the energy company owned by William Koch, gave $ 1 million, as did Houston Texans owner Bob McNair and Missouri construction executive Stanley Herzog.

Steven Lund, former chief executive of the nutritional supplement company Nu Skin, and his wife, Kalleen, gave a combined $ 1 million to the group. Lund was among the super PAC's earliest benefactors; two companies linked to Lund seeded the group with $ 2 million in March 2011. Lund's ties to Romney date back to 1999, when Nu Skin became one of the first major sponsors of the 2002 Salt Lake City Games after Romney took over its operations.

For a second month in a row, Restore Our Future was edged out in fundraising by its pro-Obama counterpart, Priorities USA Action, which pulled in $ 15.25 million in September, its best month yet. Two other Democratic super PACs that focus on congressional races, House Majority PAC and Majority PAC, also had their strongest fundraising months in September â€" an indication of a growing embrace by the left of the outside spending vehicles.

Obama's campaign has also had stepped-up success among big contributors. In the third quarter of the year, 122 new fundraisers who bundle large checks joined his reelection effort, bringing the campaign's number of bundlers to 758, according to a list released Friday by the campaign.

Together, they raised at least $ 180 million through the end of September, almost one-fifth of the $ 947 million Obama and his fundraising committees have brought in so far, according to a Los Angeles Times/Tribune Washington Bureau analysis. The campaign reports broad fundraising ranges for the bundlers, not exact totals, so the actual amount could be far higher.

Romney has declined to release the names of fundraisers bundling money for his campaign, other than those who are lobbyists, which he is required to disclose.

Among Obama's new bundlers are former Secretary of State Madeleine Albright, who raised between $ 200,000 and $ 500,000, and Charlie Crist, the former Republican governor of Florida. He announced his support for Obama in August, and has raised between $ 100,000 and $ 200,000.

Some of the newest bundlers debuted in the top rank of those who have raised more than $ 500,000 for the campaign, including singer Gwen Stefani and designer Tom Ford.

Republican vice presidential candidate Paul Ryan made a short speech to a cheering crowd of several hundred people at an airport rally in Moon Township this morning, pounding away at President Barack Obama's record on the economy and energy.

"With the right ideas and the right leadership we can turn this economy around," he said as the crowd cheered. The running mate of former Massachusetts Gov. Mitt Romney noted at the outset that U.S. Sen. Pat Toomey was "one of my best friends" in Congress.

He then went on to excoriate Mr. Obama's economic record, claiming that the economy is growing at a slower rate this year than last. "We're going in the wrong direction. We're not going to spend the next four years kicking the can down the road.

"You are going to help us get this country back on the right track because Pennsylvania is going to put Mitt in the White House," he said to the audience, which was gathered in a large hangar at Atlantic Aviation, the local branch of a Texas-based charter airline company.

Mr. Ryan, whose plane landed on a nearby runway, made a dramatic entrance at 11:12 a.m. as the airport hangar's huge gate slowly opened to reveal the candidate in a jacket, to the sounds of the chant, "Here we go Ryan, here we go!"

His speech ended 13 minutes later, and after shaking hands with supporters he hopped on a campaign bus and headed to Belmont, Ohio.

During his address he touched on most of the Romney campaign's key talking points.

"We can't keep spending money we just don't have," he said. "The choice is, do we limit the size of government or do we limit the growth of our economy?"

In a nod to his Western Pennsylvania audience, he declared that the president "will keep his war on coal going," claiming that just a month ago 1,200 coal jobs were lost in Pennsylvania, West Virginia and Virginia.

"Gas prices are higher than four years ago" he said. "Who knows what they'll be like in the next four years?"

The vice presidential candidate was joined by Sen. Pat Toomey, Republican Senate candidate Tom Smith, who is challenging incumbent Bob Casey; Keith Rothfus, who is trying to unseat Rep. Mark Critz; and Rep. Tim Murphy.

Mr. Ryan, whose last trip to the Pittsburgh area was in August, flew in from Florida, where he and Republican presidential candidate Mitt Romney spent the last two days campaigning. Florida is a state Mr. Romney must win, and polls mostly show him ahead by four points, with Ohio second in importance.

The most recent polls show Mr. Romney behind President Barack Obama by four points in Pennsylvania, which he has visited six times since clinching the nomination in the spring, although his campaign has not invested the kind of money they've targeted at states like Ohio and Virginia.

Mr. Ryan's next stop Saturday is Belmont, Ohio, where the latest Fox News poll shows Mr. Obama with a continued lead of 46 to 43 percent. The president led by seven points a month ago, according to the Fox poll.

Kelly Senkoski, 25, of Sewickley, said she'd just received her master's degree in education, but has yet to find a teaching job, which was why she came out to see Mr. Ryan.

"If Romney and Ryan are in office, I think I have a better chance of getting a job," she said.

Noel Um, 18, a freshman at CMU, came to volunteer at the Ryan rally "because I think it's really important that, as an Asian American woman, I exercise my right to vote. A lot of people in my demographic don't care, and at my school, a lot of my friends just aren't going to bother. But Obama promised change, and it hasn't happened."

During a Friday rally in Daytona Beach, Mr. Romney blasted Mr. Obama's re-election effort as the "incredible shrinking campaign." It was Mr. Romney's last appearance on the campaign trail before Monday's third and final presidential debate.

Each candidate is targeting white, working-class voters, but in heavily unionized Ohio Mr. Romney's lead is narrower -- with a 51 to 44 percent edge among no college, white voters, according to a recent NBC News/Wall Street Journal/Marist poll.

That demographic went heavily for George W. Bush in 2004 and Sen. John McCain in 2008.

This is a deeply philosophical question which could be answered in many ways, mostly very complicated, as the reference below will show you. As an engineer, I have (of course) a very simple idea of what information is. I agree with the way that the wikki article defines information as a signal which conveys a message. I do not think that it need to be a sequence, but see below. I would define a message as an input to a system which reduces the number of possible outputs of the system. As a simple example of this line of thought, consider an old-fashioned Baudot teleprinter. This is capable of printing 32 possible characters (26 letter plus some punctuation marks). It you control it with a single digital unit of information (a binary bit which can be either on or off, 1 or 0, you can reduce the number of possible outputs to 16 - for example either the 1st half of the set (A to O), or the last half. If you use 2 bits, you can reduce the number of possible outputs to 8 by using the 1st bit to control the selection of the upper or lower half of the set of 32 characters, and the second bit to select one half of either of those. If you increase the information to 3 bits, you get down to only 4 possible outputs, and if you go the whole hog to 5 bits, you have reduced the possibility to only 1 character - in other words the system becomes completely determinate; that is why the Baudot code has 5 bits. The information can be signaled in a vast number of ways - electrical current in a wire (on/off), radio waves (high frequency/low freq), lights flashing on or off, the physical positions of flags (up/down), etc. An important practical consideration is the rate or speed at which information (understood in this way) can be transmitted. In the limit, if the rate is very low, so that a wire, for example, is always carrying current, then the information content becomes zero, because there is never anything novel, unexpected or unknown about the state of the wire. It must be capable of changing its state if any information is to be conveyed at all, and the rate at which information is transmitted is related rigorously to the rate at which the state of the wire can be changed by the transmitter, or its changes noticed by the receiver.

The blind man helps out the teams 'unofficially' and the teams don't really report to him but hol d him as their idol and guiding light. For rest of the time the CB Units investigate the case entirely on their own, as independent units reporting to their official boss the Chief Investigating Officer who has replaced the Blind Man as the head of Crime Branch, and whom all of them hate from the bottom of their heart. The Israeli navy boarded the Gaza-bound "Estelle" ship seeking to break Israel's naval blockade on Gaza, an army spokesperson confirmed at 11:40 am on Saturday.

The army said the soldiers seized control of the ship, which is carrying pro-Palestinian activists, in accordance with the government's decision and international law, diplomatic efforts to prevent the vessel from reaching Gaza's shore had failed.

"When the passengers made it clear that they would not cooperate or accept the invitation to sail to the Ashdod Port, it was decided to seize the vessel and bring it to the Ashdod Port," the army said in a statement.

"The Navy force operated as planned to guarantee the safety of the soldiers and passengers on the deck. The soldiers did not use force while seizing the ship."

The army added that once the ship reaches Ashdod the passengers will be handed over to police and immigration authorities.

The confirmation follows reports from AFP, who quoted a spokeswoman of the "Estelle" as claiming the ship had "come under attack" from the IDF on Saturday.

"The Estelle is now under attack -- I have just had a message from them by phone," AFP quoted Victoria Strand, a Stockholm-based spokeswoman for the Ship to Gaza Sweden campaign as saying.

Palestinian activists told CNN Israeli ships have surrounded the vessel.

The report follows the failure of diplomatic efforts to stop the ship, after Israel’s United Nations envoy Ron Prosor wrote UN Secretary-General Ban Ki-moon this week asking for international intervention to “stop the provocation” of a small ship sailing to Gaza.

According to one official, the letter â€" which said the Vikings had a better moral compass than the passengers of The Estelle, expected to arrive near Gaza in the coming days â€" gave a publicity boost to the ship that is challenging the IDF’s naval blockade of Gaza.

“One ship does not a flotilla make,” said one official of the ship carrying what Prosor called “weekend revolutionaries” with “radical and extremist agendas.”

Israel’s blockade policy remains intact, and the ship will be stopped, one official said.

The ship, sailing under a Finnish flag, set sail in June and has stopped at numerous European ports trying to drum up support and publicity. The vessel, carrying over a dozen passengers, took on additional food and passengers off the coast of Crete earlier this week.

Among the new passengers are five European parliamentarians: Ricardo Sixto Iglesias from Spain, Sven Britton from Sweden, Aksel Hagen from Norway, and Vangelis Diamandopoulos and Dimitris Kodelas from Greece.

The IDF spokesperson added that any organization or country wishing to reach Gaza or move humanitarian aid is able to do so legally and orderly at all times through land passages and in coordination with the Israeli authorities.

Protesters burned tires and set up roadblocks around Lebanon on Saturday in a sign of boiling anger over a massive car bomb that killed a top security official and seven other people a day earlier -- a devastating attack that threatened to bring Syria's civil war to Lebanon.

The Lebanese Cabinet was scheduled to hold an emergency meeting Saturday as the country's opposition called for Prime Minister Najib Mikati to resign. The state-run National News Agency said security commanders would attend the meeting to discuss how to keep the peace.

The government declared a national day of mourning for the victims, who included Brig. Gen. Wissam al-Hassan, head of the intelligence division of Lebanon's domestic security forces. Dozens were wounded in Friday's blast in Beirut's mainly Christian Achrafieh neighborhood.

Many observers said the attack appeared to have links to the Syrian civil war, which has been raging for 19 months. Al-Hassan, 47, headed an investigation over the summer that led to the arrest of former Information Minister Michel Samaha, one of Syrian President Bashar Assad's most loyal allies in Lebanon.

Samaha, who is in custody, is accused of plotting a campaign of bombings and assassinations to spread sectarian violence in Lebanon at Syria's behest. Also indicted in the August sweep was Syrian Brig. Gen. Ali Mamlouk, one of Assad's highest aides.

Lebanon's fractious politics are closely entwined with Syria's. The countries share a web of political and sectarian ties and rivalries, often causing events on one side of the border to echo on the other. Lebanon's opposition is an anti-Syrian bloc, while the prime minister and much of the government are pro-Syrian.

The civil war in Syria has laid bare Lebanon's sectarian tensions as well.

Many of Lebanon's Sunnis have backed Syria's mainly Sunni rebels, while Shiites have tended to back Assad. Al-Hassan was a Sunni whose stances were widely seen to oppose Syria and the country's most powerful ally in Lebanon, the Shiite militant group Hezbollah.

On Friday, protesters in mostly Sunni areas closed roads with burning tires and rocks in Beirut, the southern city of Sidon, the northern city of Tripoli and several towns in the eastern Bekaa Valley.

The highway linking central Beirut with the city's international airport was closed, as well as the highway that links the capital with Syria, the officials said on condition of anonymity in line with regulations.

Rafik Khoury, editor of the independent Al-Anwar daily, said the assassination was an attempt to draw Lebanon into the conflict in Syria, which has been the most serious threat to the Assad family's 40-year dynasty.

"The side that carried the assassination knows the reactions and dangerous repercussions and is betting that it will happen. Strife is wanted in Lebanon," Khoury wrote.

Portland attorney Kelly Clark examines some of the 14,500 pages of previously confidential documents created by the Boy Scouts of America concerning child sexual abuse within the organization.

A law firm that represented a former Boy Scout who had been the victim of child sexual abuse on Thursday released a large online volume containing more than 1,200 files on Scoutmasters and other volunteers accused of pedophilia or sexual abuse. The files span some 20 years, from 1965 to 1985, and are part of a record compiled by the Boy Scouts of America with the intention of keeping abusers out of scouting and away from vulnerable youth. The full record is believed to date back as far as the mid-1920s and may involve as many as 100,000 children.

The so-called “Perversion Files” were made public by a Portland, Ore. law firm that represented Kerry Lewis, who was the victim of abuse by an ex-assistant Scoutmaster in 1984. They had been kept secret under a protective order until Lewis’ 2010 lawsuit against the Boy Scouts, in which Multnomah County Judge John Wittmayer ordered the documents released. He restricted access to the files to just the attorneys for both the plaintiff and the defendant, but that order was overturned earlier this year. Also as part of the suit, Lewis was awarded $ 18.5 million in punitive damages, to be paid by the Boy Scouts.

His abuser, Temur Dykes, had admitted to a Mormon church leader in 1983, months before he abused Lewis, that he had molested 17 Scouts in his church-sponsored troop during the early 1980s. But he continued to interact with Scouts. He admitted in a deposition that he had abused Lewis in 1984. On three different occasions he was convicted on child sexual abuse charges: in 1983 and 1985 of sodomy, and in 1994 of sex abuse. On the last conviction he was sentenced to 18 years in prison but was released in 2005. He is now registered as a sex offender in Oregon and remains in post-incarceration supervision until 2013.

In June, the Oregon Supreme Court ordered that the 14,500-page set of files be disclosed; the law firm of O’Donnell, Clark & Crew posted the documents on their website on Thursday. The documents name and describe the alleged perpetrators of the abuse, as well as the supposed acts and behavior which the BSA troop leaders deemed eligible for ejection from their ranks. Each file contains a gamut of newspaper articles and correspondence between the alleged abusers and the Scoutmasters related to the particular case, though the names and contact information of the victims have been redacted.

Attorney Kelly Clark, the lead counsel in the Lewis suit, said that in virtually all the states in which the incidents took place, the criminal statute of limitations on the alleged crimes has long expired and most states’ statutes that would apply to lawsuits have expired as well. “Most of the people in these files will never see legal justice,” he told TIME.

Clark has blasted the Scouts, accusing the organization of trying to keep the files secret in an attempt to hide crimes committed by their Scoutmasters and volunteers from law enforcement, abuse victims and parents. “To the extent that the file system was intended to keep the bad guys out it often worked as it should,” Clark said. “But there’s a problem: if you keep this system for decades and decades and the number of abuse cases are the same or worse, you’d have to say ‘Our program is attracting pedophiles; how can we make this better?’”

The Scouts, for their part, acknowledge that they have failed at times to protect young boys from pedophiles, but they argue that there are systems in place to keep youths from harm in the future. The organization says they have kept the records released today â€" what they call “Ineligible Volunteer” files â€" for more than 80 years as a way to make sure potential undesirables do not get into Scouting. “Essentially, the files are a list of people who do not meet the BSA’s membership standards because of known or suspected abuse or other inappropriate conduct either inside or outside of Scouting,” according to a statement.

They cite a study they commissioned on the Ineligible Volunteer files to be completed by University of Virginia psychiatry professor Janet Warren, which found that there were failures on the part of the Scouts to protect boys from sexual predators, but that the methods they have implemented have worked overall. They say that law enforcement had been informed about the majority of the information in the files and have pledged to do the same for information in files dated from 1985 to the present.

“There have been instances where people misused their positions in Scouting to abuse children, and in certain cases, our response to these incidents and our efforts to protect youth were plainly insufficient, inappropriate, or wrong,” Wayne Perry, the Boy Scouts’ national president said in a statement provided to TIME. “We have continuously enhanced our multi-tiered policies and procedures to ensure we are in line with and, where possible, ahead of society’s knowledge of abuse and best practices for prevention.”

BSA officials insist that the perversion files have always been public and have been reported by the media going as far back as 1935, have been the subject of books and are known to millions of volunteers in Scouting because of a requirement that they be cross-checked against the lengthy list of alleged perpetrators. They did, however, issue an apology to the victims of abuse.

“Where those involved in Scouting failed to protect, or worse, inflicted harm on children, we extend our deepest and sincere apologies to victims and their families,” the statement said.

But Clark says the Scouts have continually fought to keep the files secret and his firm is litigating dozens of cases around the country relating to sexual abuse of Boy Scouts. He said small troops did not know what BSA executives and local Boy Scout councils knew. “Local council executives knew about the secret files and how to open them, but that knowledge never went to the local community troops,” Clark says. “Den moms and den dads were completely blind and kept in the the dark.”
